The Science, Technology and lnnovation Plan is the instrument used by the Basque Country to position the capacities of its entire innovation system within an international context, in such a way as to provide leverage for economic growth and diversification in future knowledge-intense sectors, whilst providing a valid response to the scientific and technological demands of a dynamic, complex and global society at all times.
This is an ambitious Plan, the objectives of which intend to position the Basque Country as a European leader. It is also an innovative Plan both in view of the methodology used to draw it up and of the new operating model used for the 21st century Basque Innovation System. However, above all it is a Plan which integrates a number of desires and new approaches to the competitiveness of R&D&I in the new knowledge society.
Objectives:
With respect to Science, Technology and Innovation, the definition for the Basque Country centres around a number of quantitative objectives, as follows:
- R&D effort equivalent to 1.70% of GDP in the Autonomous Community of the Basque Country
- Entrepreneurial effort equivalent to 1.28% over GDP
- Total innovation effort, 6.01% of GDP
- Innovation effort within industry, 3% of turnover
- Ratio of researchers over the active population is 5%, whilst the ratio for company researchers is 3%
- Stock of technology and available human resources close to the European average
