Technological Innovation

SPRI has created the STRATEGIC TECHNOLOGY AND INNOVATION UNIT (UETI) as the instrument required for Implementation of the Plan for Science, Technology and Innovation arranged by the Basque Government for the period 2001 - 2004.

In this way the SPRI has dealt with the commitment of Basque institutions to configure an optimum environment to allow companies in the Autonomous Community of the Basque Country to develop science and technology using all the possibilities and resources provided by phenomena such as globalisation, development of information technology, communications technology and re-organisation of the scientific and technological community worldwide, laying the foundations to enhance the increasingly effective Basque Innovation System.

Objectives:

The Strategic Technology and Innovation Unit must make its contribution by efficient handling (management of resources) and by effective handling (fulfilling the objectives) towards a Country which has made sound progress in terms of Innovation, Science and Technology and has the required capacity to map out its own future on the basis of sustainability within Society with renewed entrepreneurial spirit and of knowledge as the driving force behind development.

The first basic objective of the Strategic Technology and Innovation Unit is therefore to take on the management and implementation of the various Programmes and Instruments for assistance and promotional measures within the Plan for Science, Technology and Innovation

The second basic objective of the Strategic Technology and Innovation Unit is the Innovation Relay Centre (IRC) to develop from two working viewpoints, as follows:

- To promote Innovation using the results of transnational technology transfer and R&D, using the European IRC network by means of a contract drawn up with the European Commission.

- To channel any efforts to obtain higher returns from the European Union Framework Programme, encouraging the participation of companies in the Autonomous Community of the Basque Country, actively providing information and advice for companies and arranging seminars through the web page.

The second basic objective of the Strategic Technology and Innovation Unit, with regard to drawing up and upgrading strategy, is to maintain the capacity for technological and scientific initiative within the Autonomous Community of the Basque Country, to allow businesses to draw up their own strategies, plans and programmes; to participate in the cluster?s technology development Committees and act as secretary on the Basque Government Science and Technology Committee and also for the Basque Council for Science and Technology.

The Strategic Technology and Innovation Unit will also take responsibility for the management and preparation of any Strategic Projects in connection with Science, Technology and Innovation arising or which are entrusted to SPRI.
