Information Society - The Euskadi Plan in the Information Society

We are currently immersed in a gradual process of change from an industrial society to an all-new Information Society. The new society brings with it radical transformation and wide-ranging technological, social, economic and political change which change the way we think, act and live. The world is going digital, and the Basque Country cannot remain aloof to the effects and opportunities with respect to such changes.

Within this new context, a context which is re-inventing all human activity, the Government is committed to the definition of a strategy which produces development of social and economic space. Well aware of the importance of the changes currently taking place, since 1999 the Basque Government has been at the forefront of various courses of action within the framework of the "Basque Country 2000Tres Initiative" towards full integration of Basques within the Information Society, thus putting digital facilities at the disposal of everyone.

The time has come to make plans for a new decisive boost to the process. The political level of this boost may be found in the investiture speech made by the Head of the Basque Government: "Today we are taking on the second enormous economic transformation of the Basque Country, based on the following three concepts:

  • Construction of the Information Society and Knowledge
  • Making the Basque Country a European reference in terms of research and technology
  • Extending the principle of Total Quality as a form of management of organisations"
He also outlined an undertaking for the new legislature with respect to the Information Society in the following terms: "make visible progress in the construction of an Information Society for all, together with the required change in outlook, accessibility of the general public to Internet, promotion of e-business and New Economy businesses, and increasing the range of on-line services provided by the Administration."

The "Basque Country in the Information Society" Plan http://www.eeuskadi.net provides a response to this political decision to move forward using an open, dynamic initiative as a reference point for development of the Information Society in the Basque Country, and providing spaces in which all members of society may participate. In short, priority and compromise are to give each person, organisation and institution in the Basque Country the chance of full participation in the benefits of this great change, to enable us to build "Euskadi in the Information Society".
