The EEC's Directorate-General for Regional Policy defines a BIC as a body which starts up a full and integrated system of activities and services in order to create and develop innovative business activities. To this end its functions are as follows:
- Detection of innovative projects
- Consultancy and discussion at the development stage of the project, in connection with management, marketing, technology, financing etc.
- Search for project finance
- Final preparations for commencement of the activities etc."
The Inter-institutional Plan for Economic Promotion 2000 - 2003 and the I-INO-07 programme define a BIC as an .... " entity whose objective is to develop a policy geared towards the creation of companies, mainly hi-tech and/or innovative companies, encouraging sensitisation towards groups of potential entrepreneurs, collation of new ideas for products and activities, providing assistance with definition of the project, carrying out monitoring of the project for the first 3 months, and providing support with regard to the search for finance etc."
Geared towards:
Promoters of new companies or promoters of Universities, Technology Centres and SMEs, involving business investment projects to be implemented in the Autonomous Community of the Basque Country.
