EURBEST
European Regions Benchmarking Economic Strategy & Transfer.
EURBEST project focuses on benchmarking policies and instruments for business support. It was submitted to the INTERREG IIIC 1st call for proposals and on April 2003 it was approved a grant of up to EUR 1,100,000 from the European Regional Development Fund (ERDF). With a time schedule of three years, the five major tasks or components to be carried out by the partners will be Managing, Quantitative Analysis, Qualitative Analysis, Transfer and Knowledge Disemination.
Managing
EURBEST operation is led by AWM (The Regional Development Agency for the West Midlands), in co-operation with SPRI (The Regional Development Agency for the Basque Country) will build on a three-year experience undertaken by EURADA (the European Association of Development Agencies) that developed models to identify best practices for the provision of business support services at a regional level. To carry out the EURBEST project, a new partnership of 23 members has been established, involving regional partners and public authorities from Belgium, Denmark, Finland, France, Germany, Italy, Norway, Portugal, Spain, Sweden, the Czech Republic and Lithuania.
EURBEST's first key objective is to analyse and document successful experiences and support measures. Both approaches quantitative and qualitative to identifying good practices will be used, being the Quantitative Analysis led by AWM and the Qualitative Analysis led by SPRI two of the five major components or tasks of the operation. By analysing and combining the two sources of data, the partners will be able to build a profile of the conditions required to achieve success with individual business support measures, and identify regions that could benefit from implementing similar schemes.
Quantitative Analysis
The Quantitative Analysis will involve all the project participants. It aims to collect statistical data on the partners? activities in the area of business support services. For example, data on the socio-economic characteristics of individual regions, the nature of services they provide, the size of their budgets, and the number of businesses using the services.
Qualitative Analysis
The Qualitative Analysis will involve a smaller group of eight development agency partners (West Midlands, Basque Country, Valencia, Emilia Romagna, Achen, Sweden and Norway) that with study tours and on site-visits to the partner authorities aims to pinpoint successful experiences, discuss learned lessons, problems and solutions, new developments, etc.
Transfer
EURBEST's second key objective is to develop a transfer mechanism to ensure that measures can be replicated in the regions taking part in the project. Each partner aims to carry out a pilot implementation of one of the best practices identified in the project, enabling the transfer tools The partners aim to transfer 12 best practices through the project to be tested in the field.
Knowledge Disemination
EURBEST will strive to distribute the results to as wide an audience as possible. To achieve this, the partners aim to hold three open European seminars and a number of regional seminars, and distribute a booklet on the programme to the heads of regional development agencies across Europe. In addition, the findings of the operation will be published online. Web based tools will be used to enhance and sustain the exchange of knowledge between a greater community of practicioners.
